台灣竹林碳匯潛力評估研究與治理 Fighting climate change with bamboo: feasibility assessment for Taiwan

The proposing SSRP project addresses the pressing worldwide net zero challenge and specifically focuses on the bamboo forest carbon sink unique to the local environment. Bamboo is a surprisingly effective carbon sink and is being promoted by the government as a uniquely natural based solution to fight climate change. Based on the latest Forestry survey (第四次林業調查), Bamboo forest consists 11% of national forest land in Taiwan (224 thousand ha). With the fast-growing nature and commercial products potential, bamboo is the rising star in the field of decarbonization and its afforestation can be traded in the carbon market as an offset. In response to the 2050 National Net Zero Pathway (臺灣2050淨零排放路徑) and its agricultural guideline, the proposing project, co-design with Forestry Bureau (林務局), attempts to estimate the potential bamboo carbon sink under the current government manage plan and evaluate the feasibility of using bamboo afforestation to offset emission in the net zero challenge. 

Despite its potential, several issues have hindered bamboo’s take-up as a carbon sink. Where exactly are bamboo forests in response to climate change and human development? Where can we afforest bamboo? What is the value of bamboo considering all aspects in ecosystem pros and cons as well as societal impact? We plan to explore these questions in the proposing project. Subproject 1 (sub1), working package (WP) 1 will use climate model coupled to a dynamical vegetation model calibrated by observational data then solve for bamboo biomass and potential carbon sink. This study can be used to constrain the impact of climate change to bamboo growth and natural disturbance as well as understanding bamboo’s growing adaptation to environmental changes. Subproject 2 will explore the potential to map bamboo forest extend using satellite and airborne images aided by forestry survey result. The result will foster a low labor-cost and more efficient possibility for future survey and land management plan and, in particular, feedback to sub 1 WP 1 as a bamboo forest coverage for model lower boundary condition. We will also compare the differences in biomass estimation predicted by in-situ measurement, model simulation and image retrieval to understand the upscale accuracy among methods as a collective delivery by Sub 1, WP1 and Sub 2. Using the concept of Payment for Ecosystem Services (PES), Subproject 1, WP 2 will work side by side with two other WP/subprojects to get comprehensive evaluations for current proposed bamboo forest management considering the pros and cons from both natural and socioeconomic developments. The results will provide a scientific and optimized management strategy for bamboo afforestation in Taiwan based on the spatial characteristics of ecosystem services and trade-offs.                      

In summary, the proposing SSRP was motivated by the grand net zero challenge and target on bamboo forest management using observational data, model simulation, image mapping techniques, and PES concept. The project is co-design with Forestry Bureau, the major stakeholder, and in hope to contribute the co-produce future forestry managing plan and be an example of solution-oriented sustainability study.          

 

本計畫聚焦世界與台灣地區皆注目並刻不容緩的減碳議題;並將核心問題定義於竹林地碳匯。本計畫將從氣候變化、模式改進建置、遙測資料判讀的方式,整合近數十年來的竹林地資料,並結合生態系統服務給付的概念,以跨領域的方式建構竹林地碳匯的統合減碳價值效益。透過學研單位與實務林管單位的合作,評估竹林地碳匯在台灣地區的碳匯量與政策少之整體可行性。

竹林地占台灣國有林之11%,具固碳能力高以及可再利用的特色,是國家減碳計畫中林業自然解方重點之一。本計畫目標為:(1)了解竹林系統受到氣候變遷與其伴隨之環境擾動影響;(2)探索以遙測資料定位竹林地潛力,以精簡林業調查效率,增加空間覆蓋準確度;(3)藉上述資料精確量化竹林碳匯與蓄積量;(4)結合生態系統服務給付方法,整體評估竹林碳匯永續森林管理下實現淨零排放決策的有效與可行性。
